## 2. Hierarchy of controls (required order)

For each uncontrolled/reduced risk, apply in order – document why
higher levels are not feasible before using lower ones:

1. **Eliminate** the hazard
2. **Substitute** with less hazardous
3. **Engineering controls** (guards, ventilation, isolation)
4. **Administrative controls** (procedures, training, permits)
5. **PPE** (last resort, never sole control for high risk)
