2. Hierarchy of controls (required order)

For each uncontrolled/reduced risk, apply in order – document why higher levels are not feasible before using lower ones:

  1. Eliminate the hazard
  2. Substitute with less hazardous
  3. Engineering controls (guards, ventilation, isolation)
  4. Administrative controls (procedures, training, permits)
  5. PPE (last resort, never sole control for high risk)
