Capex Request Template (Authority for Expenditure)
Request summary, need and options, cost by work package, evaluation summary, capitalisation (IAS 16, ASC 360), phasing, approval route, tolerances
How to use: Use it to ask for authority to commit capital once the appraisal is done, under the delegation of authority. Fill the cost breakdown and the capitalisation table with the controller first, then the payment schedule and approval route. The main pitfall is a request amount that leaves out contingency, one-off operating costs or later phases.

1. Request summary
| Item | Value |
|---|---|
| What | Example: Conveyors, automated sortation and pick-to-light for the Leipzig fulfilment centre, with warehouse control software, installation and building works |
| Why | Example: Cut cost per order from EUR 4.60 to EUR 3.95 and remove most peak agency hours (strategic priority PRI-004) |
| Total authority requested | Example: EUR 2,875k: capex EUR 2,800k (of which contingency EUR 150k) plus one-off operating cost EUR 75k |
| Cash timing | Example: EUR 2,412k in FY2027, EUR 238k retention in Q1 2028, contingency EUR 150k if drawn |
| Headline evaluation | Example: NPV EUR 437.2k at 9.0%, IRR 12.66%, discounted payback 6.96 years (APR-2027-002) |
| Budget status | Example: In FY2027 approved budget, line CAP-002, EUR 2,800k |
| Approval level required | Example: Board (above EUR 2,500k under the delegation of authority) |
| Key condition proposed | Example: Final 10% payment only after site acceptance test and 30 days of stable operation |
| Decision needed by | Example: 2027-04-15, to hold the supplier's fixed-price quote valid to 2027-06-30 |
2. Business need and alternatives
2.1 Need
State the need with evidence. Example: manual picking at Leipzig needs about 61,000 agency hours in Q4, the mispick rate is 0.45% of order lines against a 0.20% service target, and volume growth will exceed manual capacity during peak 2028. Evidence: FY2026 agency invoices, quality log, capacity model.
2.2 Alternatives considered
| Option | Summary (Example) | Outcome |
|---|---|---|
| Do nothing | Keep manual process, add agency staff | Baseline; cost per order rises with wage inflation |
| Full automation (requested) | Conveyors, sortation, pick-to-light | NPV EUR 437.2k, highest of the options |
| Sortation only | Sortation, manual picking retained | NPV EUR 262.7k, higher IRR but less value |
| Outsource peak volume | Third-party logistics in Q4 | Rejected: service risk and cost above baseline in peak |
Full analysis: Investment Appraisal APR-2027-002, sections 2 and 10. Strategic context: Business Case [ID].
2.3 Category and urgency
Tick one: [ ] health, safety or legal compliance; [ ] replacement of failing asset; [x] efficiency or cost reduction (Example); [ ] growth or new capability; [ ] IT or digital. For emergency requests (immediate safety or business continuity), record who authorised the spend and when the retrospective approval will be presented.
3. Scope and cost breakdown
3.1 Scope
In scope: [list]. Out of scope: [list]. Example: in scope are the equipment, warehouse control software licence and configuration, installation, electrical works, floor reinforcement, fire-system modification and internal project management. Out of scope: racking replacement (separate request CXR-2027-005) and changes to the group warehouse management system.
3.2 Cost breakdown
| Line | Work package | Basis | Amount (EUR k) | Capex or opex | Quote validity |
|---|---|---|---|---|---|
| WP-01 (Example) | Conveyors, sortation and pick-to-light equipment | Supplier quote Q-4471, fixed price | 1,650 | Capex | 2027-06-30 |
| WP-02 (Example) | Warehouse control software (licence, configuration, interfaces) | Supplier quote Q-4471 | 420 | Capex (see 5.2) | 2027-06-30 |
| WP-03 (Example) | Installation, electrical works, testing | Supplier and electrical contractor quotes | 310 | Capex | 2027-05-31 |
| WP-04 (Example) | Floor reinforcement and fire-system modification | Contractor estimate | 180 | Capex | Estimate |
| WP-05 (Example) | Internal project management directly attributable | 0.8 FTE for 9 months | 90 | Capex | Internal |
| WP-06 (Example) | Contingency | 5.9% of WP-01 to WP-04 | 150 | Capex when spent on qualifying items | n/a |
| Subtotal capex | 2,800 | ||||
| WP-07 (Example) | Staff training | Supplier training days | 40 | Opex | 2027-06-30 |
| WP-08 (Example) | Process redesign consultancy | Consultancy quote | 35 | Opex | 2027-05-31 |
| Total authority | 2,875 |
Example check: 1,650 + 420 + 310 + 180 + 90 + 150 = 2,800; 2,800 + 40 + 35 = 2,875. Contingency ratio: 150 / (1,650 + 420 + 310 + 180) = 150 / 2,560 = 5.9%.
3.3 Cost estimate quality
| Item | Rating |
|---|---|
| Share of cost under fixed-price quote | Example: 85% (WP-01 to WP-03: 2,380 / 2,800) |
| Estimate class | [Order of magnitude / Budget / Definitive] Example: Definitive for WP-01 to WP-03, budget for WP-04 |
| Contingency basis | [Risk-based / percentage] Example: Risk-based from register items RSK-001 and RSK-002 (section 8) |
| Escalation | Example: None: fixed price to delivery |
| Foreign currency | Example: None: quotes in EUR |
3.4 Preparing a reliable estimate
Build the estimate from the bottom up, one work package at a time, and record the source of every figure next to it: a supplier quote with its reference and validity date, a contractor estimate, an internal rate card or a benchmark from a recent similar project. Approvers should be able to tell at a glance which parts of the cost are contractually fixed and which are still estimates, because the estimated parts are where overruns come from. In the example, 85% of the capex is under a fixed-price quote, while the building works (WP-04) are only an estimate; that is why the contingency is sized from the building and installation risks (RSK-001, RSK-002) rather than as a flat percentage.
Include every cost needed to bring the asset into use: delivery, installation, testing, site preparation, professional fees and directly attributable internal labour. Show one-off operating costs (training, process redesign, data migration, double running) in the same request even though they are expensed, so the approver sees the whole commitment. Leave out general overheads, costs of running the business while the project is under way, and financing costs unless the asset qualifies for borrowing cost capitalisation under group policy.
Size contingency from the risk register, not by habit. For each risk that the contingency is meant to cover, estimate the likely cost if it happens and its probability, and explain the total. Risks that the contingency does not cover (for example a dependency on another project, or a change in regulation) should be named in section 8, so the approver knows they sit outside the requested amount. Never use contingency to fund scope that was left out of the estimate deliberately to keep the request under an authority limit.
4. Financial evaluation summary
| Metric | Value (Example) | Hurdle or policy |
|---|---|---|
| Appraisal reference | APR-2027-002 v1.0, 2027-03-15 | Latest approved version |
| Initial investment in appraisal | EUR 2,900k (capex 2,800 plus spares 100) | Matches section 3.2 plus working capital |
| NPV at 9.0% | EUR 437.2k | Greater than zero |
| IRR / MIRR | 12.66% / 10.93% | Above 9.0% |
| Payback / discounted payback | 5.08 / 6.96 years | Within 8-year life |
| Switching values | Savings -16.5%; capex +19.7% | Tolerance for overrun in section 11 is tighter than the capex switching value |
| Downside scenario | NPV (315.3)k | Capex +10%, savings -20% |
Reconciliation: the appraisal treats all capex as a year 0 outflow, which is slightly conservative compared with the payment schedule in section 6, where EUR 238k falls in Q1 2028.
5. Capitalisation and accounting treatment
5.1 Recognition and measurement references
| Topic | IFRS reference | US GAAP reference | Decision for this project (Example) |
|---|---|---|---|
| Recognition of property, plant and equipment | IAS 16 paragraph 7 | ASC 360-10 | Recognise: future economic benefits probable and cost reliably measurable |
| Elements of cost, directly attributable costs | IAS 16 paragraphs 16 and 17 | ASC 360-10 | WP-01, WP-03, WP-04 and WP-05 capitalised |
| Costs not part of cost | IAS 16 paragraph 19 | ASC 360-10 | WP-07 training and WP-08 process redesign expensed |
| Software that is integral to equipment | IAS 38 paragraph 4 | ASC 360-10 when the software is integral to the equipment; ASC 350-40 for separately acquired internal-use software (as amended by ASU 2025-06, which removes the project-stage model; effective for annual periods beginning after 2027-12-15, check the effective date and transition) | WP-02: control software runs the sortation hardware, so treated with the equipment (see 5.2) |
| Componentisation | IAS 16 paragraph 43 | Policy election | Separate components where useful lives differ materially (table 5.3) |
| Start of depreciation | IAS 16 paragraph 55 | ASC 360-10 | When available for use, at site acceptance |
| Borrowing costs | IAS 23 | ASC 835-20 | Not a qualifying asset under group policy (build period under 12 months): no capitalisation |
| Impairment indicators | IAS 36 | ASC 360-10 | Review if volume falls below 0.9 million orders a year (FY2026 about 1.1 million) |
IFRS is a trade mark of the IFRS Foundation. The references above are paragraph numbers only; read the standards for the requirements.
5.2 Judgements
Record each judgement, the facts and the conclusion in your own words. Example: the warehouse control software is licensed on premises and the equipment cannot operate without it, so it is capitalised as part of the equipment rather than as a separate intangible asset. If the software were a cloud service the entity does not control, the configuration and customisation costs would need a separate assessment; obtain the controller's written view and cite the group accounting manual. The warehouse is leased, so WP-04 building works are leasehold improvements depreciated over the shorter of their useful life and the remaining lease term, including reasonably certain extensions.
5.3 Asset classes and useful lives
| Component | Asset class | Cost (EUR k) (Example) | Useful life | Method | Fixed asset register ID |
|---|---|---|---|---|---|
| Equipment and integral software (WP-01, WP-02) | Plant and machinery | 2,070 | 8 years | Straight line | [FA-ID] |
| Installation and testing (WP-03) | Plant and machinery (added to equipment) | 310 | 8 years | Straight line | [FA-ID] |
| Leasehold improvements (WP-04) | Leasehold improvements | 180 | 8 years (lease runs to 2037) | Straight line | [FA-ID] |
| Project management (WP-05) | Plant and machinery (added to equipment) | 90 | 8 years | Straight line | [FA-ID] |
| Contingency (WP-06) | Allocated to the component it is spent on | Up to 150 | As component | As component | n/a |
Example annual depreciation at full spend: 2,800 / 8 = EUR 350k a year from 2028, matching the tax depreciation assumed in the appraisal; if book and tax lives differ, the difference creates deferred tax, which the controller records.
5.4 Local and statutory notes
Statutory accounts and tax returns may follow different rules from group IFRS reporting. Example: the German entity applies local commercial and tax depreciation rules for its statutory and tax accounts. Check with the tax lead whether the optional declining-balance tax allowance (up to 30% a year) for movable assets acquired before 2028-01-01, introduced by the German 2025 investment programme, applies to the equipment delivered in 2027; if elected, tax relief arrives earlier than in the appraisal's straight-line assumption (Investment Appraisal (finance/investment-appraisal) section 8.1 shows the effect). The Vietnamese subsidiary applies Circular 99/2025/TT-BTC (from 2026-01-01) for its statutory accounts. Record any differences here and check local law.
6. Funding, phasing and budget status
6.1 Payment schedule
| Milestone | Trigger | Date | Amount (EUR k) (Example) | FY |
|---|---|---|---|---|
| MS-1 | Order signed: 30% of contract (WP-01 to WP-03, 2,380) | 2027-04-30 | 714 | 2027 |
| MS-2 | Delivery to site: 40% | 2027-09-30 | 952 | 2027 |
| MS-3 | Factory and site acceptance tests: 20% | 2027-12-15 | 476 | 2027 |
| MS-4 | Final acceptance after 30 days stable operation: 10% retention | 2028-02-28 | 238 | 2028 |
| Works | Building works (WP-04) | 2027-06 to 2027-08 | 180 | 2027 |
| Internal | Project management (WP-05) | 2027-04 to 2027-12 | 90 | 2027 |
| Contingency | If drawn | As needed | Up to 150 | 2027 or 2028 |
Example check: 714 + 952 + 476 + 238 = 2,380 (30% + 40% + 20% + 10% of 2,380). FY2027: 714 + 952 + 476 + 180 + 90 = 2,412. FY2028: 238. Total excluding contingency 2,650; with contingency 2,800.
6.2 Funding and budget status
| Item | Value |
|---|---|
| Funding source | Example: Operating cash flow; no new borrowing; covenant headroom unaffected |
| Budget line and amount | Example: CAP-002, EUR 2,800k in FY2027 |
| Budget variance | Example: EUR 238k moves to FY2028; offset within FY2027 capex envelope |
| Effect on cash forecast | Hand the schedule to the 13-Week Cash Flow Forecast (finance/13-week-cash-flow-forecast) owner |
| Grants or incentives | Example: None assumed |
7. Procurement and contracting
| Item | Value (Example) |
|---|---|
| Procurement route | Competitive tender, three suppliers invited, two compliant bids |
| Selected supplier and reason | [Supplier], lowest evaluated cost and two reference sites visited |
| Evaluation record | Vendor Evaluation Scorecard (business/vendor-evaluation-scorecard) [ID] |
| Contract type | Fixed price, milestone payments, 10% retention |
| Key terms | Delay penalty 0.5% of contract per week, capped at 10%; 24-month warranty; performance test at 9,000 order lines per hour |
| Related-party or conflict check | No relationship found; declarations on file |
| Supplier financial check | Credit report reviewed; parent guarantee obtained |
8. Risks and dependencies
| Risk ID | Risk (Example) | Effect | Covered by contingency? | Response | Owner |
|---|---|---|---|---|---|
| RSK-001 | Installation slips past peak freeze (from 2027-11-01) | Go-live moves to Q1 2028 or later; year 1 savings fall | Partly | Penalty clause; install in phases; freeze plan | [@project-manager] |
| RSK-002 | Floor reinforcement more extensive than estimated | Cost of WP-04 rises | Yes, up to EUR 80k | Survey before order | [@facilities-lead] |
| RSK-003 | Interface with group warehouse management system delayed | Testing delayed | No | Integration test plan, IT resource reserved | [@cto] |
| RSK-004 | Works council consultation takes longer than planned | Shift changes and savings delayed | No | Early consultation, redeployment plan | [@hr-director] |
Dependencies: [other projects, approvals, permits]. Example: racking request CXR-2027-005; fire authority sign-off of the modified sprinkler layout.
9. Benefits tracking and review plan
| Benefit ID | Measure | Baseline | Target | Owner | First measurement |
|---|---|---|---|---|---|
| BEN-001 (Example) | Net operating savings | EUR 0 (FY2026 cost base) | EUR 680k in FY2029 | [@fulfilment-director] | Q2 2028 |
| BEN-002 (Example) | Cost per order, Leipzig | EUR 4.60 | EUR 3.95 by FY2029 | [@fulfilment-director] | Q2 2028 |
| BEN-003 (Example) | Mispick rate | 0.45% | 0.15% | [@quality-lead] | Q2 2028 |
| BEN-004 (Example) | Peak agency hours | 61,000 (Q4 2026) | Below 15,000 (Q4 2028) | [@hr-director] | Q1 2029 |
Review plan: Example: light check 6 months after go-live (benefit run-rate, open defects); full Post-Investment Review (finance/post-investment-review) 18 months after go-live, presented to the body that approved this request.
10. Approval route and authority
10.1 Authority limits applied
| Approver | Limit per project (Example) | Source |
|---|---|---|
| Business unit director | Up to EUR 250k, budgeted | Delegation of authority, section [x] |
| Chief Financial Officer | Up to EUR 1,000k, budgeted | Delegation of authority, section [x] |
| Chief Executive Officer | Up to EUR 2,500k, budgeted | Delegation of authority, section [x] |
| Board of directors | Above EUR 2,500k budgeted, or any unbudgeted request above EUR 1,000k | Delegation of authority, section [x] |
Example: total authority EUR 2,875k exceeds the CEO limit, so the request goes to the board.
10.2 Approval flow
The controller checks completeness before any approver sees the request; incomplete requests go back to the sponsor, not up the chain.
10.3 Conditions of approval
| Condition ID | Condition (Example) | Owner | Evidence | Due |
|---|---|---|---|---|
| CON-001 | Final 10% payment only after 30 days stable operation at contract throughput | [@project-manager] | Acceptance certificate | 2028-02-28 |
| CON-002 | Contingency draws above EUR 50k each approved by the CFO | [@controller] | Contingency log | Ongoing |
10.4 Reviewer checklist before approval
The controller and the CFO review the request before it reaches the approver. Work through these questions and record the answers on the request file:
- Completeness of the amount. Does the total authority include capex, contingency, one-off operating costs and any later phase that the decision commits the organisation to? A request that omits a dependent phase understates the commitment and may fall under the wrong authority level.
- Consistency with the appraisal. Do the capex, timing and benefit figures match the approved version of the appraisal, with its ID and date? Any difference must be explained in section 4.
- Budget status. Is the request within an approved budget line, and if not, has the unbudgeted route in the delegation of authority been followed, with the offset or additional funding identified?
- Accounting treatment. Has the controller agreed what is capitalised, the components, useful lives and the date depreciation starts? Are training and process costs expensed?
- Contract protection. Are acceptance tests, retention, delay penalties, warranty and supplier financial standing addressed before the order is placed?
- Cash and funding. Has the payment schedule been given to treasury for the 13-week forecast and the liquidity plan, and does the spend affect any covenant or minimum liquidity test?
- Conditions. Are the proposed conditions specific, measurable and owned, with a date by which evidence will be produced?
Approvers should decline to sign a request that fails any of these checks and return it to the sponsor; approving with an open question shifts the risk to the approver.
11. Post-approval control and close-out
11.1 Monitoring
Report monthly: approved amount, committed (purchase orders), spent (invoices), forecast at completion, variance, contingency used and remaining, milestone status. Feed the totals into the capex register and the monthly management report.
| Measure | Approved | Committed | Spent | Forecast at completion | Variance |
|---|---|---|---|---|---|
| Capex (EUR k) (Example) | 2,800 | 2,380 | 714 | 2,800 | 0 |
11.2 Tolerances and supplementary requests
| Change | Tolerance (Example) | Action |
|---|---|---|
| Cost forecast above approved capex | Up to 10% or EUR 250k, whichever is lower | Controller and CFO informed; recorded in the monthly report |
| Cost forecast above tolerance | Above 10% or EUR 250k | Supplementary request to the original approver before further commitment; rerun the appraisal |
| Scope change | Any change to deliverables or benefits | Change request; sponsor and CFO approve |
| Delay | More than one quarter on go-live | Report to approver with revised benefits profile |
11.3 Close-out
On completion: confirm final cost and transfer from assets under construction to the fixed asset register by component; release unused contingency (it is not available for other projects without a new request); close purchase orders; record lessons; and confirm the post-investment review date. Close-out record: [date, final cost, variance, approver].
11.4 Common errors
- Splitting to stay under a limit. Dividing one project into several requests, or phasing a single commitment across budget years, so that each piece falls under a lower approval limit. Treat linked requests as one for authority purposes.
- Approving the estimate, not the commitment. Signing a request whose amount excludes items the project cannot proceed without, such as building works, software interfaces or commissioning, which then return as supplementary requests that look like overruns.
- Contingency as a slush fund. Spending unused contingency on scope that was never approved, or carrying it over to another project. Unused contingency is released at close-out.
- Late accounting decisions. Deciding after the spend whether software, building works or internal labour are capitalised, which leads to audit adjustments and to depreciation starting on the wrong date.
- No link to treasury. Changing the payment schedule without telling the treasurer, so the 13-week forecast and the funding plan miss a large outflow or show a retention payment in the wrong quarter.
- No owner for the benefits. Naming finance as the owner of operational benefits. The manager who runs the process must own the savings, or nobody will be accountable for delivering them.
